Dear Colleague, The National Blindness Professional Certification Board (NBPCB) administers certification programs in the area of education and rehabilitation of blind individuals. As part of our continuous review of our procedures, we are emphasizing our standards for professional and ethical behavior for the conduct of those whom we have certified. Those holding performance-based certification from the NBPCB have agreed to abide by our code of ethics and have confirmed that he or she understands that certification can be revoked for violations of this code. The full code of ethics is attached to this message for your consideration. The following is our grievance procedure. Any person who has first-hand knowledge of an abuse of our code is encouraged to report that violation directly to us as the certifying body. This information can also be found on our website, www.nbpcb.org <http://www.nbpcb.org> . Grievance Process An allegation of a violation of the Code of Professional Ethics shall be submitted in writing to the President (or his/her designee) for action. Where there is incontrovertible evidence of a violation of the Code by a current certificant which is not supported by written allegation, the Board has the authority to proceed with prosecution of the issue as though a complaint had been filed. Within ten days of the receipt of a written allegation of violation of the Code of Professional Ethics, the President (or his/her designee) shall name a three-member panel to review the allegation and shall furnish each member with a written copy of the complaint. The three reviewers must be members of the NBPCB Board of directors. The President shall name one of the three appointees as chairperson of the review panel. Within twenty days of receipt of the written allegation, the Chairperson of the review panel shall report the findings and recommendations of the panel to the President (or his/her designee) in writing, and the President shall notify the respondent in writing of the findings and recommendations of the panel. Discipline Procedures Any intentional violation of any section of the Code of Professional Ethics shall be prima facia evidence of a certificants affirmative decision to choose voluntarily to relinquish NBPCB certification and to forfeit all rights or privileges which inure to a person by reason of holding NOMC certification. Where the finding of the panel has been either to recommend suspension or revocation of certification, the respondent may request that the entire NBPCB Board review the decision of the panel. This request must be in writing and submitted to the President within ten days of receipt by the respondent of the panel's adverse decision. If certification has been revoked, the respondent may apply for re-certification after one full year has elapsed following the final revocation. It will be the responsibility of the respondent to demonstrate to the Board that a good faith effort has been made to correct the acts or practices giving rise to the revocation. A written request for re-instatement of certification must be submitted directly to the President, and the Board shall determine whether or not to reinstate certification. The respondent may not simply apply for certification through the usual certification application process. Abstracts should be submitted on one of the following conference themes or another closely related track: . Structured Discovery methods and principles across the lifespan. . Agency-wide philosophy and culture on blindness. . Educational technologies, policies, and practices for teachers of blind students. . Just a quick note regarding our conference call this past Tuesday

Hello Everyone, I just want to say thanks to everyone that joined us for the conference call Tuesday evening. I also wanted to update all of you regarding one of the things being discussed during the call. This is in regard to working in person with students. At the time of the Call, the Nebraska Center for the Blind was providing in person instruction, while carefully following the CDC recommendations; however, this has changed as of this week. On Wednesday afternoon I dropped by our supervisor, Greg DeWall's office, and in the course of our discussions, he said that he was seriously considering a return to remote instruction. This decision was finalized Thursday, and so until the rates of infection are again falling, we will likely continue to work with our students using phone calls, ?Zoom, and other means. There will be some limited contact at our student apartments, and students will be given some independent routes, but they will not be utilizing public transportation during this period. I wanted you to know of this decision, since some of you were looking for ideas for returning to direct teaching, and while it may be possible to return to this more extensive contact with students, given the current rates of infection, this is probably not the time. Reinforce proper cane technique and other nonvisual skills during these activities. * Serve as a role model for students in the use of nonvisual techniques and problem-solving skills. * Monitor student behavior and the students' living areas. Provide appropriate supervision to ensure student safety. * Document student progress through monthly and end of program reports. Positions in this class are exempt from the screening and referral requirements of t The Iowa Department for the Blind (IDB) is seeking four energetic and passionate Youth Services Workers for its new Young Adult Transition Program for blind youth. Ideal candidates will possess a belief in the capacity of blind persons, patients, and the ability to connect with and motivate youth. IDB can provide training in the specific blindness skills areas listed if needed. The Young Adult Transition Program is a school-year based program for youth who have finished high school, but who need additional instruction in order to participate in post-secondary learning and employment opportunities. Youth Services workers will primarily work with students on their independent living and social skills. During the summer, these positions will work with IDB's summer program for youth ages 14-21. These positions will be expected to work Monday through Friday, 8 AM to 5 PM during initial staff training and for some agency meetings and ongoing professional development training. Individual Youth Services Worker's schedules will then be set with the Program Administrator to provide appropriate coverage to meet students' needs. Work hours will primarily consist of evenings and weekends to work with students outside of classes. Monitor student behavior and the students' living areas. Provide appropriate supervision to ensure student safety. Document student progress through monthly and end of program reports. Collaborate with program staff and supervisor to address student needs and concerns. Promote a positive philosophy of blindness through involvement in trainings and community outreach events for parents, educators and other service providers as directed. Duties and responsibilities to include the following: * Provide Workplace Readiness, Self-Advocacy and Disability-Related skills training to blind youth in comprehensive residential training programs such as the Young Adult Transition Program and LEAP Program. * Work with students on increasing their independent living skills in areas such as developing and managing their morning and evening routines, managing personal hygiene, maintaining clean and organized living spaces, completing laundry and other common household tasks, shopping for groceries and other needed items and planning and preparing their own meals. * Support student learning through providing supplemental braille, technology, cane travel and money management instruction, in particular by working with students to utilize these skills in their daily lives outside the classroom. * Facilitate students' development of age-appropriate social skills through recreational activities on and off campus. Assist students in traveling to and participating in activities in the community. Reinforce proper cane technique and other nonvisual skills during these activities. * Serve as a role model for students in the use of nonvisual techniques and problem-solving skills. * Monitor student behavior and the students' living areas. Provide appropriate supervision to ensure student safety. * Document student progress through monthly and end of program reports.
