Hello Fellow NOMC's, We are again approaching our National Convention, and it is time to begin planning for the 2017 Cane Walk. As each of you knows, this is an opportunity to share our skills, and the spirit of independence with the youngest members of our Federation family, along with their parents. I hope that each of you will set aside the time to volunteer your time and energy to this year's Cane Walk. This is also an opportunity for each of you to receive CEU's toward your recertification, and to gain valuable experience working with children and young adults. This year, the Cane Walks will be held on Tuesday, July 11. The times will be the same as always-the first session from 8:45-10:30 and the second session from 11:00-12:45. I will send along the specific location for the two sessions of the Cane Walk as soon as this information is available. Please let me know if you will be available for one or both sessions. The popularity of the Cane Walk continues to grow, and each of you do so much to make a difference in the lives of these young people. I look forward to seeing each of you again this year. The Iowa Department for the blind currently has two technology related job openings. Both close May 1 and have the same benefits. One covers teaching technology in the adult orientation center, for which applications should be submitted to Alan Bickell. The Iowa Department for the Blind (IDB) is seeking applicants for a position that will promote IDB's mission, vision and values through providing assistive technology training, worksite assessments, skills assessments, and technology recommendations for vocational rehabilitation clients. Duties and responsibilities to include the following: Provide individualized and/or group training to clients in the use of access technology. Monitor client progress during such training, produce written reports and case notes for client files, and provide prompt notification to counselors concerning client progress and impediments to client success. Design, validate, and implement skills assessments to determine a client's ability to use technology. Based on these assessments, produce written and verbal reports concerning a client's ability to use technology (with or without non visual access software/hardware), the client's need for specialized training, and the configuration of any equipment that the client might require. As necessary, develop and/or modify technology skills assessments to ensure the most accurate results. Based on technology skills assessments, develop, teach, and/or recommend courses of intensive and specialized training. Obtain and review quotes for access technology. Provide on-site training and telephone assistance to employers and clients regarding access technology. Troubleshoot technical problems at client work-sites involving the integration of non-visual access technology with other programs, determine what configuration changes, repairs, and/or upgrades may be necessary, and facilitate efforts to implement needed hardware/software acquisitions or configuration changes. Produce written reports and case notes to document the work performed. Provide technical assistance and product support to blind or low vision persons using mainstream software with access technology. Maintain records and generate reports related to problems encountered or solved and inquiries received. To the maximum extent possible, direct blind or low vision persons to appropriate sources of technical assistance to foster long term independence of these individuals in the area of technology. Plan and participate in awareness activities to promote the use of non-visual access technology. Arrange for vendor displays/demonstrations in the IDB Technology Resource Center and in various locations around the state. Demonstrate non visual access technology and its use with mainstream computer programs to clients, counselors, teachers, family members, and other individuals/organizations. Maintain lists of access technology products for the blind and their vendors. Upon request, provide product information to consumers, family members, employers, IDB staff, and other individuals/organizations. Monitor trends and developments with regard to screen access software/hardware, refreshable Braille displays, screen enlargement software and hardware, and optical character recognition systems. Monitor trends and developments in mainstream technology. Make recommendations concerning the use of these technologies to counselors, teachers, clients, other IDB staff, and other individuals/organizations. Essential functions of this position: Communicate effectively, verbally or in writing, in the English language. Evaluate strengths and weaknesses of non-visual access technologies-including screen access software, screen enlargement technology, refreshable braille displays, braille embossers, tablets, smart phones, and video magnifiers-and make sound recommendations about which technologies should be used for specific situations and under what circumstances. Training Center Denied Access to Public Accommodation

Aloha, fellow cane travel instructors! I write because the training center where I work is about to take our students parasailing at a tourist parasailing place that has denied us repeatedly in the past. I want to ask for people to offer their wisdom on how we can most effectively address whatever they try to pull on us. We made a reservation, but they don't know that the group is blind, again. Before I started working here last summer, the agency had already tried twice to go parasailing with this company. We have done it successfully with others, but this one is a lot closer to us geographically, and we want to develop a productive relationship with them. In years past, we have debunked all of their arguments about how it isn't safe for a blind person, and we have refused to set up special training programs for the blind as a prerequisite for parasailing. In response to our past attempts to parasail with them, they have published on their website<https://www.hawaiiactivities.com/en/hawaii/oahu/a/111466/?cid=oahu_hawaiian…> the following statement: *Children 5 years old and above can participate in this activity. *Persons with visual impairment are not allowed to participate in this activity. I have done some research on the issue, and I found the following: Title III of the Americans with Disabilities Act (ADA), 42 U.S.C. ? 12182. Title III prohibits discrimination against individuals with disabilities by those who offer public accommodations, i.e., a facility, operated by a private entity that provides services to the public. (Similarly, Title II of the ADA prohibits such discrimination by public entities.) They have even gone so far as to shut down their business for the day to avoid serving our blind customers in the past. We have written letters, invited them to our training center for a tour (which they have avoided), and offered to educate them about the capacity of blind people. Our program director has had conversations with the company's owner. The progress just has not happened yet. We are going to go try to transact business with this company, and we want our students to know that the blind have the right to live in the world. Since we have run out of ideas, we would probably next invite some TV news reporters if they try to deny us again to see if we can get them some publicity. Certainly, this is one of those situations where the Federation can help the state agency, too. So, what ideas can people offer to our training center in Hawaii? Mahalo! Justin Justin M.
