The Arkansas Department of Human Services (DHS) is the state's largest agency with 7,500 employees working in 86 county offices serving more than one million people. Employees work in 11 major divisions and five support offices headquartered in Little Rock to provide services to Arkansans. DHS is seeking to fill a Deputy Director of Services for the Blind position in Little Rock, AR.
The Deputy Director of Services for the Blind is responsible program and administrative functions of the division. This Position:
Directs the activities of divisional personnel through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Oversees establishment of division short and long-range plans, goals, and objectives. Develops, communicates, and monitors division program and administrative policies and procedures through subordinate staff, and evaluates program and/or service delivery effectiveness and compliance. Disseminates and interprets laws, policies, and procedures. Reports program and administrative performance to division board and implements board directives. Assists division board in accomplishment of duties outlined within rehabilitation regulations specific to program planning and evaluation and comprehensive needs assessment. Oversees identification of program and operating needs and preparation of budget requests. Serves on committees, boards, and task forces to provide input or rehabilitation program information. Performs other duties as assigned.
MINIMUM QUALIFICATIONS
The formal education equivalent of a bachelor's degree in social work, rehabilitation management, organizational management or a related field; plus nine years of progressively more responsible experience in rehabilitation program administration or a related area, including five years in a professional managerial capacity.
PREFERRED QUALIFICATIONS
1) 5 years experience in Executive Director leadership skills and/or Masters Degree
2) 5 years experience in rehabilitation of Blind/Low vision
3) 5 years knowledge/skills/abilities related to the field of Blindness
4) 5 years experience with knowledge of Braille
