The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Regional Program Manager. The Regional Program Manager position manages the Vocational Rehabilitation program for the region which includes oversight of field units and staff that serve individuals with sensory disabilities (Blind, Visual Impairment, Deaf, Hard of Hearing, and Deaf/Blind individuals), Blind Enterprise Program, and Older Individuals who are Blind Independent Living program. This posting will remain open until a sufficient number of resumes are received Job Duties: - Ensures that federal, state, and regional performance goals are met - Ensures that policies and procedures are fully implemented - Responsible for program staffing, reviewing and approving personnel actions and performance evaluations - Participates with various stakeholders to coordinate service programs and represents RSA on boards, committees, and work groups - Completes and reviews high cost cases and policy exceptions - Participates in statewide management activities and program improvement initiatives - Participates in Arizona Management System initiatives Knowledge, Skills and Abilities: - Knowledge of federal and state laws and regulations for Vocational Rehabilitation, rehabilitation principles and practices, budget and fiscal management, and reporting requirements. - Knowledge of effective management and supervisory techniques and personnel and management principles. Understanding of rehabilitation techniques and specialty knowledge in the areas of rehabilitation for sensory disabilities to include Blindness, Deafness and Combined Vision and Hearing loss. - Knowledge of best practices as it relates to serving individuals with sensory disabilities - Knowledge of Business Enterprise Program, Independent Living for Older Blind, and Vocational Rehabilitation for Blind, Visually Impaired, Deaf, Hard of Hearing, and Combined Hearing and Vision loss. - Ability to interpret state and federal laws and regulations - Ability to think strategically and solve complex problems - Ability to work with a diverse group of stakeholders Licenses and Certifications: - Master's degree in Rehabilitation Counseling or a related field - If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver?s license appropriate to the assignment. Employees who drive on state business are subject to driver?s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Qualifications: - Current or previous supervisory or management experience preferred - Commission on Rehabilitation Certification (CRC) preferred - Employee shall have or be able to obtain a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults. - Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees - Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency?s ability to reasonably accommodate any restrictions. - Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
