Assistant Deputy Director Roles and Responsibilities:
Appointed by the Governor and under the general direction of the Deputy Director of the Specialized Services Division, the Assistant Deputy Director provides oversight and leadership to the Specialized Services Division. The Assistant Deputy Director is a member of the executive team and will apply and model the core values of DOR as well as the leadership competencies of the California Health and Human Services Agency.
The Assistant Deputy Director, in a highly sensitive arena, will advise and assist the Deputy Director of the Specialized Services Division, Chief Deputy Director, and/or the Director in the formulation, evaluation, and implementation, of departmental programs, policies, and procedures; serve as a Division liaison with other state, federal, and local entities; provide executive leadership and guidance to program managers; develop processes to improve DOR's ability to meet and exceed the required federal and state performance measures; advance projects and goals for the Division; and guide the development of policies and procedures governing the Division's programs.
The Assistant Deputy Director, in partnership with the Deputy Director of the Specialized Services Division, will provide supportive oversight and leadership of the Blind Field Services District, Deaf and Hard of Hearing Section, Business Enterprises Program, Orientation Center for the Blind, and the Older Individuals who are Blind Program.
The Assistant Deputy Director assures the activities and policies of the Division programs are consistent with the Directorate's strategic vision and goals for providing services to individuals with disabilities in California.
The Assistant Deputy Director is a member of DOR's executive leadership team along with the Director, Chief Deputy Director, other Deputy Directors and Chief Counsel and has a key role in leadership and administration of the organization. The executive leadership team works together for continuous improvement and to meet the changing needs of the people of the State of California.
The ideal candidate's current staff and managers would describe the candidate as having excellent communication skills, as managing change well and being collaborative, responsive, innovative, inspirational, and open to different opinions and cultures. The ideal candidate has a history of critically examining practices and policies, team building, identifying new ways of conducting business through outreach to staff and stakeholders, including advisory bodies, and maximizes limited resources. The ideal candidate will develop innovative strategies to support the various programs and services, succession planning, and the Department's diversity goals. The ideal candidate recognizes that processes, while valuable for efficiency, transparency and accountability, must support sound public policy by allowing flexibility and judgement.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, through submission of a Statement of Qualifications, the candidate must demonstrate experience with the following factors, and responses will be used to competitively evaluate each candidate along with the application and resume. Successful candidates should also demonstrate a commitment to the mission of the Department of Rehabilitation.
1. Experience in programs or activities that demonstrate the applicant's commitment to equality, including the right to employment and independence for individuals with disabilities, particularly those who are blind and visually impaired and deaf and hard of hearing.
2. Knowledge of the barriers that individuals with disabilities, particularly those who are blind and visually impaired and deaf and hard of hearing, encounter in becoming and staying independent.
3. Knowledge of the purpose of the Americans with Disabilities Act and the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act of 2014.
4. Knowledge of and experience with non-profit, private, and public business practices in recruiting personnel.
5. Experience in identifying or inspiring innovative approaches to improvements or to budgetary constraints.
6. Experience collaborating effectively with other professionals across non-profit and public systems towards a shared goal.
7. Experience managing a budget.
8. Demonstrated ability to lead, manage, and direct subordinate managers in the overall operations of the division.
Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy- influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities.
1. Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, including the budget process, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; and principles and practices of policy formulation and development.
2. Ability to plan, organize, and direct the work of multi-disciplinary professionals and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; and develop cooperative working relationships with representatives of all levels of government, the Legislature, and the Executive Branch.
