Don?t know if it?ll help, but Dr. Bell and I were involved in a Institute on Rehabilitation Issues study in the early 2000s on O & M. In it, I believe NOMC and COMS were identified as equal professional certifications. The importance is that the IRI is an official publication of the U.S. Department of Education. In other words, it can be argued that the U.S. Department of Education recognizes both, so it should not be a stretch for a state to do the same.

A set of resolutions was just introduced in the Hawaii State Legislature that urges the Hawaii Department of Education to accept the NOMC for teachers of orientation and mobility, which it currently does not. Have any other state legislatures had any resolutions like this?
